The Town Hall holds celebrations that give culture points: a small one up to 500, a great one up to 2,000 (but never more than your daily culture production).
Town Hall needs Main Building 10 and Academy 10. One celebration at a time per village.

Each Town Hall level makes celebrations 3.6% shorter.
A great celebration also helps chiefs: in the attacking village each chief lowers loyalty by 5 more; in the defending village by 5 less.
