When should I found my next village?

As soon as you have the culture points and a Residence at level 10. More villages mean more production, more culture points and more troops.

What works best

Train the 3 settlers while the culture points are still coming, so they leave the moment you reach the number.
Settle close to your first village so troops and merchants travel less.
Look for a 9- or 15-cropper with crop oases nearby for a big army village.
Remember: a new village starts with only 800 of each resource. Send it resources.
Conquering can be cheaper than settling if a weak, well-built village is near.
